EPAY Systems, Inc., a growing SaaS provider of human capital management solutions, is seeking an exceptional Benefits and Compliance Professional that has hands-on experience with COBRA, Affordable Care Act (ACA) and FMLA administration.

This is an exciting and unique opportunity for a Benefits & Compliance Manager to join a highly entrepreneurial, collaborative organization that is looking to become a leader in the Human Capital Management (HCM) space. The Benefits & Compliance Analyst will serve a critical role within our organization as the in-house expert for benefits for all HCM clients for compliance related issues. Additionally, you will be responsible for developing, implementing and managing the systems, processes and procedures required to administer various benefits and/or administrative services offerings (COBRA, FMLA, ACA, etc.) for our growing list of ASO clients.  Note, that as an ASO, we do not administer the health insurance, retirement, or life insurance plans on behalf of our clients.

EPAY is rapidly growing provider of Human Capital Management software and services including:  payroll & payroll tax; applicant tracking; employee onboarding and employee self-service; time and labor management; benefit plan administration and open enrollment; administrative services (e.g. COBRA, FMLA, ACA, employment verification, FSA/HSA and HR resource center hotline).   Our goal is to serve over 30,000 employees on our platform by the end of 2017. 

Job Responsibilities

  • Administer COBRA, FMLA, ACA and continuation of benefits for our ASO Clients to ensure proper administration in accordance with applicable federal and state laws
  • Be the in-house subject matter expert of HCM software platform for Benefits and Compliance
  • Assist with the set-up of client administered benefit plans (e.g. health, retirement, insurance, etc.) during client onboard process and annual open enrollment periods
  • Develop, implement and manage processes and procedures related to benefit administration
  • Review and assess the suitability of the current in-house system for benefits administration
  • Serve as a primary point of contact between our clients and their employees in regards to the administrative services we manage for them
  • With regard to COBRA, responsibilities would include:
    • Overseeing client plan enrollment and working with EPAY’s implementation team to confirm set-ups are correct
    • Managing the processing of Qualifying Event (QE) elections
    • Administering all billings and collections for COBRA premiums
    • Administering all COBRA notices & communications
    • Verification of COBRA Eligibility for all client employees
    • Recordkeeping on all COBRA correspondence and activity
    • Full Account Reporting: Easy-to-understand activity reports
  • Develop and manage reporting capabilities for benefit administration clients
  • Support year-end payroll activities
  • Assist with resolution of escalated client trouble tickets related to the benefit administration
  • Work with other members of the functional payroll group (Tax Specialist, HRIS Systems Specialist, etc.) as needed to share knowledge and provide outstanding service to our clients
  • Assist and contribute with the development and optimization of the EPAY HCM service delivery  process
  • At least 7 years comprehensive Benefit Administration/Compliance experience
  • At least 3 years direct responsibilities for administering COBRA and ACA
  • Previous work experience utilizing a comprehensive HCM / HRIS platform
  • Significant work experience in a PEO, ASO, HRO or corporate shared services center supporting multiple clients
  • Experience managing benefits for over 3,000 employees across multiple client employers or distinct corporate business units is required
  • Knowledge of PrismHR , or HRPyramid, software is required
  • Certified Employee Benefits Specialist certification or Certified Benefits Professional ® certification, a plus.
  • Self-starter mentality with an entrepreneurial spirit and can-do attitude
  • Excellent interpersonal skills with desire to lead, manage, train and develop subordinate employees
  • Ability to work and thrive in a lean, team environment, focused on achieving results
  • Experience and desire to interface directly with clients
  • Ability to write reports, correspondence, manuals or response letters to employees, executive management and state/federal agencies
  • Advanced knowledge of excel and proficiency with all Microsoft Office applications
  • Bachelor’s degree required, with strong analytical abilities
  • Meticulous attention to detail, as well as reliability; and ability to carry out daily functions in an efficient, accurate and timely manner under deadlines
  • High level of integrity, strong sense of confidentiality, and customer service mentality


  • With regard to FMLA, responsibilities would include:
  • Overseeing client plan enrollment and working with EPAY’s implementation team to confirm set-ups are correct
  • Review client leave of absence policies and programs; suggest areas where client policies and practices and maximize may require modification to remain compliant
  • Manage FMLA Eligibility and Entitlement
  • Administer FMLA leave qualification and tracking
  • Administer FMLA communications and notices
  • Prepare and disseminate to clients FMLA activity reports
  • Periodic Training for Client Supervisors/Managers on Company Procedures and FMLA Regulations
